This letter from Georgia State University to architect firm Tucker and Howell, was intended to express the budgeting limitations of the Ivy Street Building conversion after it became evident some parties wanted quote a construction cost of $216,000. Sparks makes a point to negotiate for the initial cost estimate of the building conversion based on the fact that the Georgia Board of Regents has only authorized a pledge of $85,000 for the construction.
